What is the best method to repair (level) surface that was damaged (some sheetrock paper removed with DIF) once a primer has been painted over an unlevel surface ? An attempt was made to fill the uneven surface with joint compound prior to the primer, however, the remaining unlevel surface is more apparent once the paint primer was laid.

Sounds to me you need one or two more skim coats of joint compound. Sand flush, remove dust with a tack cloth/swifter, and reprime.

Also use a finish paint that has a flat finish, as opposed to an eggshell or satin finish. The less reflection, the less apparent the surface irregularities.
