I am trying to remove the paper backing of vinyl wallpaper. The warm water solution is also loosening the paint which is over another layer of wallpaper. This process is damaging the sheetrock. I've read that there might be a sealer I could put on the paper instead of removing it. I want to paint the walls when I'm done.

Sounds like you have quite a mess on your hands. I know your looking for the easiest solution, but sometimes you just have to remove all and fix from there. I would remove all, but switch to either a water and wallpaper remover mix, or you could try white vinegar and water. I would recommend removing all paper, even it means some damage to the rock. Put a fan or two on in the room, and let it dry out thoroughly. Take some 100 grit sandpaper, and sand area's where paper has lifted, but did not come off the wall. I would then apply a generous coat of either Zinsser's Guardz, or Sherwin Williams Drywall conditioner. Whichever you can find. These are the sealers that you mention. This will penetrate and lock down the sheetrock paper surface, and any paint that did not come off with the paper. You will then need to skim coat the damaged area's with mud (joint compound) and a taping knife. Depending on the damage, you may need to sand and apply another coat to even the walls. Don't forget to dust well in between sanding and recoating. I would then spot prime the JC'ed area's with the same sealer. From there, a good quality primer, and your ready for paint.
