I have to remove a self-stick vinyl (like contact paper) mural before hanging wallpaper. It looks like it will pull off ok, but will leave a slightly sticky residue. Does this residue have to come off? How? What kind of primer can I use over this?

I would wash it off with paint thinner/mineral spirits, then prime with your usual.
If it doesn't want to wash off, then prime over with an oil, let dry, sand, and reprime with your usual.

Napptha (sp) or Acetone sometimes work when the others don't to remove the residue. then prep as usual. try not to go over that will be your weak link and could cause a failure.
