Yes, depending on the liner, you may get a flat surface. Far more important, though, is the prep for the liner. Clean the tiles well & rinse, and you might even 'scratch' the surface with some 80-100 grit sand paper. Then use an acrylic wallpaper primer that specifically states that it can be used on tile (or glass). Caulk the grout at the edges, too.
