Robert,
The link Chris gave is good. If this is a paper backed vinyl (I know you said vinyl coated), the ouer layer of vinyl "should" be able to be pulled off the paper substrate. Then, if the walls were prepared properly (primed/sealed prior to wallpaper installation), that thin substrate should come off easily with almost any kind of solution.
If the paper is truly a vinyl coated, you may or may not be able to soak and strip. I had a removal of a coated paper the other week that I simply kept wet with multiple mistings of Safe and Simple for about forty-five minutes and the paper pulled off the wall real nice. Some times you need to break the surface of the wallpaper to allow the stripping solution to be absorbed. I like some 36 grit sand paper on my palm sander. A quick pass over the surface of the paper removes enough coating to allow the stripping solution to penetrate. This is, IMO, much more effective than a scoring tool like the Paper Tiger and will cause NO damage to the wall.
All residue paste will need to be washed from walls. This is easiest if done while the paste is still wet from stripping. If you strip the whole room and come back to wash the paste off, most likely you will need to spend time rewetting the paste.
Remove a strip or two, spray the stripped area with your solution and use a course teflon scrub pad,
(like this one: http://tbn0.google.com/images?q=tbn:L75AbGSzL90nvM:http://www.hopkins-carter.com/images/3m/01008.jpg)
to help loosen the paste. Then wipe and rinse clean.
hope all this helps. Don't be afraid to ask for any clarifications or more help.

I would use either Wallwik EZ Strip or Zinsser Dif for removing Vinyl coated wallpaper. You should be able to peel the surface off very easily with this type of wallpaper.
