I have an old house. My bedroom was painted over wallpaper. Then wallpapered again. I know I really should remove everything or put up new wallboard but not up to the task right now so I want to wallpaper over it all. My question is should I take the top vinyl layer of the current wallpaper off and then wallpaper over the paper backing? Should I do anything to the paper backing left on the walls or should I just put the wallpaper up on top of it.

Any thoughts or suggestion would be most appreciated.

Actual liner stock and what's left on the wall (the backing) after pulling the facing from a paperbacked vinyl are not akin. Many paperbacked vinyls that delaminate in a similar fashion are of the prepasted variety and are designed to be easily stripped once the facing is pulled off.

If you've had no issues with the installation you're about to remove, I would suggest getting back to the painted wallcovering it was installed onto. Granted, as you realize, it's not a best case scenario but if you've had no problems you should be safe. Although, I'd look the surface over after you've removed the backing and adhesive and see if it needs to be primed again with a quality wallcovering product.

A bit vague on a respect of vinyl - the good old fashion to me, the true paper backed vinyl in general peel off well leaving a nice paper to remove . But if it’s the other type that only comes off in little pieces and needs scoring I feel a different procedure is needed , from what I took on the first post of Dianes, the assumption is this vinyl will pull off .but if it wont and wall damage is imminent, and if the second layer is perfect I would leave it on the wall since it is a water proof surface.
1) Wash walls re-glue any loose areas
2) Prime wall with white type wall cover primer
3)Caulk ceiling top and all areas where second layer meets trim door frames
4) Spackle seams and any problems areas
5) Spot prime spackle areas
6) R35 walls
