I have a vinyl border that has been up for 10 years that I am finding very difficult to remove. I tried Dif with and without a steamer, also tried a mixture of hot water, dish liquid and vinegar no luck. In an 8 hour period I was able to get down 6 feet. I have never run into this problem before. Thanks

Could have been put up with vinyl-over-vinyl (vov) adhesive. Safe and Simple used to have a special formula for that stuff, but I don't think Mike has a source for it anymore.
KL has tried this with hard-to-remove items, no telling if it'll work: run a torch over it. Don't know how or why it works, but sometimes it breaks the bonds. He doesn't heat the surface, just runs the torch over it, as I understand it.
The only other things I know to try are alcohol and ammonia.

Is the border atop a painted wall...or, over some type of wallcovering?

If over a painted wall, with the difficulty you are experiencing I would suspect that Chris is spot on with the VOV application. Is this at ceiling height or chair rail or...??

In light of the lengthy ordeal that may be ahead of you, you might want to consider priming and floating if the install is without other problems.
