Is it a self stick with release paper on back or is it a prepasted border? The self stick should stick OK. Just painting water with roller or brush to your prepasted should also stick OK. Or you can use a CLEAR WALLPAPER PASTE, Wet it and smooth it out with a squeegee If you are putting it over a gloss or enamel paint, you might want to sand the area under where border is lay to rough it up because prepasted borders will not stick to gloss or slick surface.
DO NOT use a Elmers or a vinyl over vinyl glue to hang because it will be very hard to remove if you ever want to change it out.
Hope this helps a little.

LILIANNE,
The "little bumbs" and "cement" cause me concern. I can understand how this may not provide an optimum surface for adhesion.
I generally hang on smooth plaster or sheet rock walls that have been primed with then coated with wallpaper prep.
The last time I was able to ensure a "self stick" (one with sticky stuff on back, like a self stick stamp) I applied a thin coat of "regular" pre-mixed wallpaper paste.
Most "pre-pasteds" (dip in water and then stick to walls) I use a thinned version of the same type of paste.
But again, I have never been faced with a bumpy cement surface. And I hope I never am.
