Taking off wallpaper

Is it ever possible to paint over wallpaper without taking it off? I have a room that I want to paint but getting this wallpaper off is just not working.

It is always advisable to remove the paper first. If this absolutly is not an option, post back or email me and I will give you instructions on how to paint over it.
