I have plaster walls and used wallpaper liner before papering. Now, I want to remove the wallpaper and paint. Has anyone every painted over wallpaper liner? How did it turn out?

I would remove the liner unless you used it to cover a wall that was in poor condition. If the liner was sealed with a good quality primer/sealer prior to the application, there is a good possibility that you can remove the paper, wash off paste, and paint over the liner. No guarantees, though. A lot depends on how well the liner was applied, etc. too many variables to say for sure.
