Was the wall primed before the border was installed?
Did you hang with only the pre-paste, or add your own adhesive?

Tim was asking about a primer specificly designed for wallpaper. It could well be that there was not enough paste on the border to begin with and/or the paste soaked into the paint leaving little or no paste on the surface to hold the border and/or the surface you are hung the border on is shiny...as in semi-gloss or even low sheen.
With an eye to salvaging this job, I suggest using a border adhesive brushed under both the top and bottom, allow to expand for a couple minutes, then smooth on to the surface. A heat gun might be handy to have on hand if it does not want to relax and stay down. Try to position yourself in a third world country when it comes time to strip it.
