Should one seal liner paper before applying the finish wallpaper?

Depends. If your talking about the bridging liner, the kind used to go over paneling and such, then yes. I believe the directions even tell you to two coat with a quality primer. If your talking what we refer to as blankstock, used under certain high end goods, then no. You would be defeating the purpose of the product.

Mike's right. If it's the type of liner paper used over paneling or rough surfaces, I usually give it a nice coat of R35 first. That should do it.
